Overview
The Department of Taxes is seeking a Financial Manager III to work in the Finance Division of the Department. The Finance Division oversees revenue accounting and returns processing for the Department of Taxes. This position will be expected to act as an assistant director for the Division. They will oversee a variety of complex Department functions including the monthly revenue reports, fiscal budget preparation, the annual CAFR reporting, the Department’s annual audit. The duties of this position are performed with a large degree of independence and a high level of accuracy and knowledge. This position may work a combination of in person and remote work.

VERMONT DEPARTMENT OF TAXES (VDT) BACKGROUND CHECKS: This position will primarily support the Department of Taxes. Candidates must agree to be fingerprinted and pass a background check to be eligible for this position, which will involve access to sensitive federal tax information. Background checks are required by the Internal Revenue Service and are authorized under Vermont law. 3 V.S.A. § 241. In accordance with VDT Standard Operating Procedure 2018-01, Background Investigations, Vermont and national criminal record checks will be conducted on all candidates. This requirement shall not apply to the following: current classified State employees seeking transfer, promotion, or demotion into a VDT classified position, or those who are exercising re-employment (RIF) rights. Candidates will have the right to withdraw their application before fingerprinting or a background check is conducted.

Work is performed in a standard office setting.
Minimum Qualifications
Bachelor’s degree in accounting or a bachelor’s degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Bachelor’s degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Associate’s degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One years as a Financial Manager II with the State of Vermont.
Special Requirements
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
