The Behavior Specialist is responsible for providing technical assistance to the PIHPs/CMHSPs in developing and setting up their system processes for services. The Behavioral Specialist is responsible for assisting in tracking utilization, monitoring, and evaluation of the HCBS services and the impact and effectiveness of the services delivery and outcomes for the new behavioral health State plan Benefit. The Behavioral Specialist will serve as a technical resource to stakeholders, Councils, and BHDDA for other priority populations receiving behavioral health services. Analyzes ongoing program operations and recommends modifications of policies and procedures to meet commitments more effectively, across programs and behavioral health priorities. Interprets existing and proposed laws, policies, and procedures as they relate to multiple program areas and departments in addition to behavioral health. Consults with state, local and federal government as well as interested parties including, MDE, Office of Recipient Rights, Child Welfare, and BHDDA: Contracts Division, Payment integrity & Performance measurement and evaluation, community-based practices & innovation, quality management & planning division, and hospitals. This position will collect data and maintain records from regular assessments, evaluations, university research, behavioral health identified performance indicators, financial and quality improvement reports from regional health plans, educational related services information, trainings and communication plans, provider enrollment and licensing information, as well as specialty agency licenses and program certifications.

Education
Possession of a bachelor’s degree in any major.

Master’s degree in mental health related field, preferred
ExperienceFour years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.Additional Requirements and Information
